Martin, which moved up to the top of our ranking from the second place in 2012, is the most transparent municipality in Slovakia. Prievidza made it to the second place while Rožňava maintained the third position. After more significant improvements in period of 2010-12, the last two years were characteristic rather of stagnation in transparency. These findings are the results of the Transparency International Slovensko´s ranking of 100 biggest municipalities in Slovakia Open Local Government 2014.

The biggest Slovak towns and cities got in average just 47 points out of 100 in total. Lower level of transparency can also be one of the reasons why citizens are so critical of the functioning of municipalities. According to the recent survey conducted by FOCUS agency, every second citizen wants to change his mayor. Higher level of transparency decreases the risks of ineffective spending of public resources and limits the room for corruption.

Martin, leader of our ranking, obtained 72 percent, while the last town, Sabinov, got just 23 percent. While one third of the cities achieved better results, compared to the ranking in 2012, one third stagnated and one third even fell in the level of transparency. The town which improved the most was Vranov nad Topľou, jumping from the bottom of the ranking to the current 7th place. On the other side, Veľký Krtíš fell down the ranking by 54 ranks.

The evaluated area with the best results was the one concerning the access to information about the operation of municipal authorities via the websites and official requests for information. Publishing the materials for the sessions of Municipal Parliament or town e-board is today´s standard. In the period of four years, the number of cities with video or at least audio minutes from the sessions quadrupled. More than one hundred percent increase in number of cities with the code of ethics of elected representatives is also quite appreciated.

The least transparent area remained the public property sales and lease. Just 13 out of 100 cities publish the results of the public property sales contests and only 2 publish complete minutes from these contests on their websites. Municipalities fall short in the area of ethics and conflict of interests, when for example, none of the evaluated towns publish declarations of assets of members of local parliaments and just a few publish declarations of assets of mayors.

Cities with the mayors supported by the rightist parties in the last elections achieved in average 6 more percent compared to the candidates supported by the left. Cities led by independent candidates got average results. Bigger cities also did better which is probably caused by the higher level of education of their citizens, better developed media and therefore higher demand for transparency.

The ranking evaluated the cities by 102 indicators (from the quality of contracts publishing through the openness of public procurement, personal politics and dispose of property to the allocating of grants and subsidies. Approximately 60 percent of total score consisted of evaluating the quality of information provided by the municipal websites. Towns could get an additional quarter of points for their responses to the official requests for information sent as TIS organization and also as a “common citizen”. The rest of the points could be obtained for the quality of public procurement according to the data collected by the Office of Public Procurement.

The formation of the ranking by Transparency International Slovensko was supported by the Fund for non-governmental organizations and companies Datalan a.s., Hewlett-Packard Slovakia s.r.o. and Microsoft Slovakia. “The topic of transparent municipalities and better availability and quality of services for citizens is very close to us in Datalan and that is why we did not hesitate to support this project of Transparency International this year too”, said Michal Klačan, chair of the board of directors of Datalan a.s. “The implementation of ethic principles in business is one of the key principles of our company, we are therefore glad, that our partners in municipalities are trying to increase the level of transparency”, added Tibor Kolejak, business director for small and moderate businesses from Microsoft Slovakia.
